United Airlines (UAL) — Chicago Board Options Exchange (CBOE)

On September 6, 2001, about 2,000 UAL put options traded, compared to an average of around 50–100 per day in prior weeks.

This is roughly a 20–40× increase over baseline volume.

However:

A single institutional investor accounted for a large portion.

The investor also bought other transportation-sector options, consistent with their typical trading pattern.

American Airlines (AMR) — September 10, 2001

Around 4,500 AMR put options traded on September 10.

Normal volume was usually a few hundred contracts.

This is in the range of 10–20× above normal.

The 9/11 Commission reported that:

The investigator found no links to al-Qaeda.

The trades were made by a US-based investment advisor who normally traded large volumes.
