2. Having said that, Jerry Smith has been one of the biggest COA > SCOTUS Feeders for decades. Libs might be laughing now, but this guy unironically has the ear of several SCOTUS Justices and he seems EXTREMELY PISSED about how all of this went down, on every level. i just wanted to add that when you adjust a district to make it more likely that a black will be elected, you are simultaneously making it harder for blacks to get elected in adjoining districts and are making black votes less powerful in the adjoining districts.
