Flair was the GOAT.
Rock was probably second best on the mic of all time. And the best at improvising.
IMO, Austin was not so much a promo guy as he was a persona. I can't remember an iconic Austin promo off the top of my head. But I can remember a ton of iconic Austin moments, maybe more than anyone else we're talking about.
But yes, IMO, Hollywood > Real American.
