And there was testimony from one of the hitmen that Charlie insisted that they drive a certain model and color of car, which was the same as Wendi's boyfriend was driving at the time. It's not airtight, but people have been convicted on far weaker evidence than this. My guess is that unless they can find new evidence that can definitely prove that Wendi is involved, they won't arrest Wendi until they either get Donna or Charlie to roll over (or give up on trying).
