He advises the administration that, unless it wants these companies to invest in foreign economies, it should change its policies and build a long-term plan to attract foreign workers and students: including doubling or tripling H-1B visas and even granting automatic citizenship.

and there is no "talent shortage" even for the better jobs that go to H1Bs -- those jobs usually get hundreds or thousands of applicants, but the H1Bs are more obedient and living in fear of being kicked out of the country, so they can be worked harder. GC doesn't want "talent"; it wants obedient, frightened, and foreign talent that they have more control over.
