portland, i notice has small little walkable city blocks around its entire core. it was designed from the start as a place to live, rather than a merchant's 'plat.' platting was the generic process in the 1800's by which unseen speculative land in the US was divvied up by investors.
most platters went for longer blocks so that buyers would have a big chunk of street-front per plat. portland said "fuck you; small blocks for more corners." if you wanted more street-front, you'd have to buy more parcels.
this was a top-down dictatorial edict from its new england founders, directly contradicting the entire notion of the 'frontier' and the 'range' and the 'open' west. and it ended up making sense, because no one is doing any ranching in portland.
and that carried through the centuries. the whole notion of an 'urban growth boundary' comes from 1600's/1700's america; not the current version. you build what can be seen and walked and defended, and the outer bounds will house the spirits and animals and wilder tribes.
