The argument would be (and a strong one at that), that the court does not have the jurisdiction to grant a DVTRO against the petitioner unless the respondent filed a competing one. The most likely outcome would be that the judge would deny the DVTRO and award CSLG his attorney fees which can only be granted after prevailing at trial if the judge finds that petitioner's request was frivolous. In theory, a judge could sua sponte grant a DVRO under those circumstances, but in 23 years practicing I've never seen it and my intuition is that CSLG is not telling the truth. CSLG’s perspective defense: when one dramatically increases one’s status, which he has, making tens of millions of dollars a year, one naturally wants strange pussy.
