The NBA likes to set up shop in smaller cities where there aren't a lot of competing attractions like Portland or Oklahoma City. Most of those cities would be good locations for NBA teams if they didn't already have NFL or MLB teams.

(I’m probably missing some)

There are 41 NBA home games, and it’s hard to compete with the NFL for those sports dollars. Need a big city to support both, so mid-size cities only get one
