Apparently, they told her that she could purchase a "right to buy" for $700 per person. And that was not for an actual ticket; just a right to buy a ticket later. I didn't win myself, so I didn't read the fine print. Maybe that's a right to buy up to 40 tickets, and she could have resold them for a profit.
