He should be able to get a good, used glock for $500-$600. $650 is in the ballpark of msrp for a new glock, and if you are willing to put in some time, new guns can still be had for msrp.

Definitely difficult, but not impossible, to find new 9s. I think the complete lack of 9 mm ammo is starting to depress the sales of new 9s. I was at my local Cabelas over the weekend, and they had am ok selection of new 9s, but of course no 9 mm ammo.

to be fair, a glock is not a used car, it will run forever unless it's broken in half, and glock really does have a lifetime warranty and they will fix any gun, even old police trade ins

Failure to eject is the main problem I'm aware of, but I thought they were having some other issues too. I don't own any Glocks so I don't keep up with what's going on, but with that said, I still believe buying used is generally a bad idea unless you are saving a lot of money. Dealing with a lemon handgun is a pain in the fucking ass.
