short answer is that the eruv turns a public space into a semi-public space (where carrying is still allowed). it does not turn a public space into a private space.
think of a semi-public space like a shared courtyard, versus a private space like your home.

In ancient times, they had internal courtyards that multiple homes shared. In other words, a number of homes were built in a square / rectangle and the internal courtyard was common space, so it was semi-public but neither public or private.
