These systems should be like metro in super dense Asian countries - i.e they should be charging very little money ($1-2) per fare - but they enforce it either through gate technology or fare checking.
People should be able to get almost anywhere and pay very little to go there, but they need to be able to pay SOMETHING in order to demonstrate they have the mental capacity to purchase a fare card, load it, etc etc... |
