You can still hear people at beer gardens ordering a “neger” in Bavaria/Austria which is half cola half beer. It’s written on signage. Younger people are probably taught about it being offensive but it is tough to keep up with the latest most offensive terms. I don’t think it would particularly offend anyone to hear it in Germany, though no one would even think to use it because it’s not a recognized insult to begin with. Maybe from the movies.
