It doesn't even need four cores really, just four threads. Two hyperthreaded cores will still git 'er done.

The CPU governor in the 12th gen Intel is letting me know, because it's really good at leaving the P-cores idle when it doesn't need them. This chip is a 12600k with six (6) hyperthreaded P-cores and four (4) non-hyperthreaded e-cores, so 16 threads total, but Windows by default will only use 4. I thought Windows would play grab-ass and use whatever cores it feels like, but Intel was thinking one step ahead and they have some wizardy that keeps the P-cores idle when Windows is chiling. The e-cores are all engaged at like 800mhz, but they aren't hyperthreaded so you know Windows is only getting 4 threads out of them shits. The P-Cores don't flinch unless I'm actively doing something. That means Windows by itself isn't interested in more than 4 threads. Moreover none of these threads needs to run more than about 850mhz when Windows is idle. Intel wasn't lying all those years they told you an i3 was good to run Windows.

Here it is running some scanning tasks in the background. Notice how efficiently that workload is distributed. The 4 e-cores are maxed out doing Windows background stuff, 3 P-cores are maxed out, and the other P-cores aren't doing shit.

AMD bounces all over the places putting different workloads on different cores, creating massive latency. That's why the 9950x is dogshit apart from the manufacturing defects.

Actual server builders buy recycled parts on Aliexpress, even (especially?) many companies that host shit on the cloud. You don't need the latest whatever to do 99% of what's on the cloud. Were we missing out in 2016 when servers ran Xeons from 2013?
