as a former one, it's because
- dei, a lot of departments want to hire minorities. they're not wrong in that idea, having hispanic cops who speak spanish, black dudes familiar with the hood, etc isn't a bad idea.
- only some departments, not all, will actually be cool with hiring someone that doesn't 'fit the mold'. meaning, even if you're a harvard grad and by the metrics should be the top candidate, they're going to be like wtf, why is this person from harvard applying to be a cop? ding.
- everyone starts off spending years on patrol duty. most college grads have fantasies of being a homicide detective or some tv show shit. even after putting in time, there's a limited number of seats for non-uniformed jobs.
- 'funded' academy roles are limited, and see above re: dei. what that means is that there are very few true entry level pd roles where the department will pay to send you to the academy. the other option is to pay out of pocket with no guarantee of a job and hope you get one w/in the time period the academy credential lasts for.
the best hope for a regular white dude is probably to enlist in the military and do pd or some sort of medic. that makes it a lot easier to get hired into a department

i did it while i was an undergrad
it doesn't really matter what your degree is in, just that you have one.
1. get in decent physical shape (pushups, mid-distance runs like 400-800m, dragging a heavy weight, 10ft wall jump is all about technique, etc) so you're ready whenever there are call outs
2. look up current job openings, see who is hiring, and specifically if they have entry level roles.
3a. for the ones that aren't sponsoring academy, call and ask if they are open to hiring new academy grads w/o experience. meaning, you'll pay your way through training.
3b. while on the phone, ask if they have any civilian opportunities like ride alongs, any kind of volunteer, reserve roles, you name it. even something as basic as a ride along lets them get to know you. think of this as the same as 'demonstrated interest' for college apps.
other things you can do
- go study and become an emt-1. it gives you a bonus point as a cop if you can do more as a responder. it is relatively easy to get on with some ambulance service which is a go way to lateral to a police or fire dept job, both of which are obviously harder to get. you'll have tons of opportunities to talk to cops as part of your job, and if you're friends with them they'll let you know if there is an inside track to an opening.
things not to do
- don't become any sort of 'fake cop', meaning like private security. my opinion, but i feel like you're immediately labeled as a reject
long term, if you want to get out of a uniform, there are tons of 'investigator' roles outside of the pd. prosecutor's office is one, but nearly every state agency hires sworn officers to investigate all sorts of fraud and abuse
