The possibility of this happening arises from the fact that the German constitution provides for secret votes among Bundestag members on chancellor. That may make sense in some contexts, but today it just allows what happened today to occur since SPD or even CDU members who hate Merz personally (he has many enemies) can screw him without facing consequences from their party.
I'm sure he will win the next vote, partly because there are a lot of Bundestag members who would lose their seat to the AfD if new elections were held. So he should pick up some votes even from Green Party and die Linke reps who want to keep their seat.

Interesting- die Linke voted along with the CDU, SPD and Greens to reach the 2/3 needed to vote again today. AfD alone in opposing.
