Then the Senate - led by Hawley and Republican moderates - will balk on a lot of the Medicaid and other spending cuts. In turn, the House conservatives will say that if they want to get rid of those cuts then the Senate will have to accept non-permanent tax cuts. That will be the final compromise, imo - a bill that doesn't cut spending much at all but has tax cuts lasting 4 years or whatever.
