I presume the COA judge would not be on the panel for the appeal. Maybe he could be sitting en banc. |

2. Having said that, Jerry Smith has been one of the biggest COA > SCOTUS Feeders for decades. Libs might be laughing now, but this guy unironically has the ear of several SCOTUS Justices and he seems EXTREMELY PISSED about how all of this went down, on every level. When this decision inevitably gets appealed to SCOTUS, I'm not sure things will ultimately turn out the way libs are hoping they will. We'll see what unfolds! |

If you take a group's voice from 25 to 20% or 15 to 25%, it doesn't matter for that group's electoral results. Same if you increase their representation from 60 to 65%.
Where you can get in trouble, however, is when you try to over-optimize your safe seats by giving yourself 55% in a bunch of districts, putting the opponent into a single 95% district. That may be optimal some years, but every now and then an electoral shift comes along, and all of your 55% seats turn into 49ers, and the other side shoots the moon. |
