Amazon doesn't want region fallover for its most critical functions. It wants them all done at one yuge data center. That's why it lags when you click "check out" on Amazon. Critical shit, like placing the actual order for the product, all gets done at one data center. Only the NSA has bigger data centers than Amazon (and it's got like 4 that are bigger now)

It's naive for investors to think AWS would never go down when AWS employs so many technicians to fix shit in the event that a failure occurs. This was really a test of AWS' ability to respond to disaster. There's no way to simulate that.

Most of the down time (like 99%) was just the time it takes for computers to reboot. Rebooting a whole data center takes like 9 hours because everything (routing, caching, failure modes, etc) has to be dealt with sequentially. The outages seemed "sporadic" because some data center operations came online sooner than others.
