Early father of geopolitics, Halford Mackinder, essentially set Anglo foreign policy for the next century by recognizing that any single entity that could control from Europe to China would rule the world. He set this out around the turn of the century but it's likely the policy had been in place decades before. The brits were content with keeping mainland Europe fractionalized so that no single entity could gain enough power to run the table. However, with the unification of Germany that was too much for them to take. So they set about creating pivot point where they could ensure instability. This lead to the ridiculous treaties put in place that they knew would make ww1 inevitable as an example. Ww1 they had the intent of crushing German infrastructure but they never got a chance. Ww2 they made sure to finish the job. That's really just scratching the surface.
Here is Mackinders early map. The pivot line shifts depending on the power of a nation controlling a given area.

They needed a rapid rise so that they could act while the still had the upper hand (us gdp and commie russia). A slow ascending Germany was out of the question. The treaty of Versailles was another poison pill to ensure this. It makes no sense on its face. They did get a little nervous when France folded so quickly.
