How/when did this happen? Didn't BLS used to be like 60ish and Rutgers 80ish?

I'm not being glib. I'm never glib. I have no idea how I got that reputation.
I really don't follow the rankings at all. I'm not, as you may have gathered, a particularly prestigious person.
Seems like they are putting too much emphasis on this stat and/or not properly measuring it resulting in huge volatility which undermines the validity of the rankings altogether IMO. Same school, same students, same faculty can't be 20 spots better/worse from 1 year to the next. It all just becomes arbitrary and meaningless.
