It's not really that complicated, and gets easier if you decontextualize the question away from our recent, largely pointless wars and to a set of incentives that might exist for britain (or germany) in WWII, the roman empire, etc.
It's a role where you're reasonably likely to be killed, and where situations will occasionally arise where you'll have to go semi-voluntarily into situations where it's exceptionally likely you'll be killed. Keeping the "semi-voluntarily" as close to involuntary as possible is (from the perspective of political leadership) hugely important, and can't be done using the normal incentives of good pay, etc.
