It's busier than late evening, there is nobody under the age of 18 in the store, the cashiers are all sad sack 90 IQers. Makes you feel like you teleported to a low rent version of The Villages.
Ideally you want to be hitting the checkouts at about 8:40. that's late enough for the store to be fairly quiet but early enough to have a cute high school girl as your cashier. Also there's often an odd rush at the checkouts right at 9, so you avoid that delay.
