The city's latest effort to diversify public schools is the most dramatic yet.
The goal is end segregation across the 11 middle schools of Brooklyn District 15, which includes Park Slope, Red Hook, Sunset Park, and Carroll Gardens.
"I am here to formally approve the District 15 diversity plan. Congratulations to all of you," Mayor Bill de Blasio said at a press conference Thursday.
The plan will abolish merit-based admissions, ending a system that weighed student grades and test scores and resulted in three schools having large concentrations of white and Asian students.
Instead, beginning next September, half of the seats for entering sixth graders at each school will be set aside for students with special needs, who are learning English, or who come from low-income families.

A BROOKLYN SCHOOL DISTRICT WILL ABOLISH MERIT-BASED ADMISSIONS IN DESEGREGATION EFFORT

"The current District 15 middle school admissions process presents itself as a system of choice and meritocracy, but it functions as a system for hoarding privilege," Brooklyn City Councilman Brad Lander said.
This is the third district-wide integration plan, after efforts on the Lower East and Upper West Sides.
Officials hope this one increases momentum to diversify other districts where white and Asian students tend to be concentrated in the higher-performing schools.
It was the first diversity announcement that the mayor attended, and it was held at MS 51 — not-so-coincidentally, the school his two children attended and one set to be most affected by the changes.
But the proposal did not come from City Hall; it was developed by parents and local elected leaders, who have been pushing for integration for years.
"Why this plan is so powerful is that it was created by this community for this community," de Blasio said. "This is truly an expression of grassroots leadership."
The mayor says he believes the best way to integrate schools is through parent-led efforts like this, although it's unclear whether parents in other communities would be as supportive as those in the Brooklyn district.
This is a new area of focus for de Blasio. Despite his "Tale of Two Cities" campaign slogan five years ago, during his first term as mayor he shied away from talking about segregation or integration in city schools. In fact, he didn't even use those words, instead choosing to call it a diversity issue.
The mayor says the city will earmarks $2 million toward other districts willing to work out similar proposals.

Well, it will definitely increase diversity when all the whites and Asians who can't afford private schools move to the burbs to keep their kids from attending thunderdome. Schools will soon be 100% diverse.

Merit based = high IQ kids with normal levels of socialization. If you spent the last 10-13 years teaching your kids values, wouldn't you want them around kids whose parents have made a similar investment?

Keep in mind that literally over 50% of inner city blacks are dumb enough to be considered special needs.
Average black IQ overall is 85. It's more like 70 for those in inner cities. 70 is cutoff for legal retardation. (used to be 85, but they needed to lower it because it was RACIST at 85)

they also group kids with severe mental health issues into "special needs" now. it's not just learning disabilities. that's why we end up with school shootings. those kids should be in institutions or home schooled, not mainstreamed with normies. but, under ADA, it's "discrimination" not to give them equal access!

i'll answer the question correctly: the average IQ of kids in a place like cobble hill is far, far higher than the average IQ of kids in east new york. do you dispute this?

LJL. NO it's not. Poors have geenes to be poor. THey have dumb kids. They all end up in dumb schools. Throw as much money as you want -- wont' do shit.

"diversify" should be replaced with "blacken"
The city's latest effort to blacken public schools is the most dramatic yet.
Officials hope this one increases momentum to blacken other districts where white and Asian students tend to be concentrated in the higher-performing schools.
1. culture, perhaps more specifically inner-city black culture
2. school culture, more specifically the handcuffed, bitchass pussy culture that prevents schools from using better techniques to deal with problem children
being black doesn't cause any problems. being subjected to inner-city black culture does
being lower iq doesn't cause bad behaviors any more than being black does, at least not the bad behaviors that concern schools
do these better public schools actually kick low iq rich whiteys and seek out high iq poor blacks? i highly doubt it. i'm guessing the merit bases are more sophisticated than that in order to protect rich dumb whitey

it could be race or it could be a culture highly correlated with race, what difference does it make? and why are you so sure its one and not the other. in any event, no one has proven successful in combating it or "integrating" it. Once these kids are around, they dominate the environment and the resources, because the education system isn't all of a sudden going to become stern and indifferent to the race of the punished.

Lots of true things are disgusting, unfortunately. Many libs find the possibility that black kids are simply causing more problems and not being discriminatorily punished disgusting as well. Should that be the end of the discussion?
The military is a self selected group of people discipline appeals to. Are you serious?

No one is saying being black means you are an idiot or unteachable besides very dumb people. If anything it is a difference in average and distribution. But focusing on culture makes sense given the uncertainly regarding causation. But as you said schools are too cowardly to confront the bad culture, so if either cause is practically without solution then what are parents to do.

Ok so you propose white flight or some fantastical change to the lib nature of the education system. And then if you move to an area where there aren't problem groups you have to be ready to move and surrender your school again if neighborhood changes.

How do poor black kids benefit by their school district being hollowed out of taxpayers? Having schools with no tax base more appealing to you than having schools for smart kids and schools for not smart kids (like many other countries)? You think having just a dumb, poorly funded school is better than having a smart school and a dumb school, better funded than it otherwise would be?

right around 85. that's the cutoff for the lowest-level support-staff positions. but of course, the military also practices aggressive "tracking" and doesn't simply mix all the recruits together into a big muddle, either.
very interesting. blacks make up about 17% of the military, but 60% are disqualified for iq
which means the military must be cornering the market for smart, good (non-criminal), black men
i've never heard this before, but it could be a contributing reason to racism in the general population who don't run into military types in most areas. military types congregate in the base towns and surrounding areas

As dha tux mentioned a lot of people already leave for the suburbs/elsewhere before the end of elementary school. Bigger effect on pieces is there has been a ton of new development in the area/renovation of older properties. Prices in general have been stable/trending down.

meh whatever, so every school will basically have two tracks - one for the smarts and one for everyone else. however the smarts track will have to take on a certain percentage of dumbs that "show potential"...probably 25% of the smart class

To be fair, the curriculum will be enriched in other ways:
Require a plan on how to incorporate a cultural & ethnic studies curriculum through existing classes & advisory programs; providing opportunities for students to learn about different social & cultural topics relevant to NYC students for all D15 middle school students. The curriculum should focus on African, Latinx, Asian, Middle Eastern & Native heritage people in NYC schools as well as the intersections with gender, LGBTQ/ GNC, religious, disability diversity, while highlighting their contributions to society. Additionally, the curriculum will highlight the vast historical contributions of non-white groups & seek to dispel the many non-truths/ lies related to American & World History.
