Yes it is hypocritical. The definition of hypocrisy is insincerity by virtue of pretending to have qualities or beliefs that you do not really have. In my opinion, by criticizing the actions of others related a certain aspect, the person is implying that they are in a position to criticize. I would think a major determining factor in whether or not a person is in a position to criticize is the person's proficiency in the aspect that they are criticizing.
