The process (training requirements) are decided by each county sheriff. And it is definitely easier now to get a CCW in a shitlib county like Los Angeles compared to before. |

SF got so bad with gun regs that the last gun shop in town left but the city passed a bunch of gun shop regs anyway even though there was no one left to regulate. |

The point is to make it completely onerous to keep up with the laws for anyone who is law abiding
People who are not law abiding and don't even have a CCW don't give a fuck about all of that noise |
