I agree that when a guy is ready, he'll propose, but this puts a girl in a bad position if the guy loves the girl but has no idea if he'll ever be ready. I've seen girls sit through 5+ year long relationships with men who ended up never being ready. I'm not saying these girls got marriage insanity, but they broke up because the girl wanted marriage and the guy didn't.
There's an optimum point. Pressuring after a year and a half is silly. Gradually bringing up the issue after 5 years is prudent.

There's a lot of shades of gray between the two points, though. Wanting to get married "eventually" doesn't necessarily mean you have any intention, vague or otherwise, of marrying your current girlfriend.
I'd like to go to Santorini. I have made no definite plans to go there in the next couple of years. I just know from friends who have been there that it can be quite nice depending on what time of year you go. This kind of attitude isn't terribly comforting to a girl who would like a guy to have some sort of clear idea when a ring is expected.
Many girls can work with a guy's timeline as long as they know its length and that marriage is a "when" and not an "if". No girl wants to spend 2 years getting to maybe.

No one wants to live the SATC lifestyle. Most girls have those few things that they like to splurge on once they get disposable income and living in a large city with disposable income can be fun, but none of these girls considers it ideal to be 35 and not in a functional relationship.
No one stresses about finding a guy in public, and it's not something they bring up to their closest friends. Whether or not a girl is stressed out about finding a guy depends on what else she's got going on in her life, and her attitude to marriage.
One of my friends who is 30 just doesn't care. She wants it eventually but is so focused on her career right now (she's general counsel at 30!) that being in a relationship would be the worst thing for her at this time, so she says.
Another friend of mine comes from a broken home and says "even if I have to wait until 35 to find the right guy, I'm not getting married until I fall in love". Her mother married someone she wasn't in love with just to tick the box and ended up being pwned in the divorce.
Girls are definitely thinking about marriage at 28-30, but whether they're freaking out or just thinking "oops, better make smart choices about dating now" depends on the girl.

How old is he? If he doesn't want to get married or isn't ready to get married, the signs are all usually there - it's just that you choose to ignore them. He may also just need to feel comfortable with verbalizing them more. A lot of guys don't want to get married until they reach certain professional or financial goals. Also, are a lot of his friends married, engaged, in relationships or single?
Just talk to him plainly about this. Say that you've been together for 3+ years and would like to know if he's ever been giving marriage a thought, because it's been something you've been thinking about and it would be nice if the two of you could openly discuss your future options together. No ultimatum, just ask for more open communication so you know where he stands and what is blocks are to marriage, if any.

30 is a tricky age. Some guys at 30 are emotionally 25, others are emotionally 35. Are many of his friends married? Where do you live?
Ultimatums don't really work with some people. If you're genuinely at a point where you would rather walk away from the relationship than continue on for an indefinite period of time to wait for him to make up his mind, then walk. You have to be prepared to walk and you cannot go back to him. Just be honest and calm with him when you do this, and this cannot come as a blindside - you have to let him first know that marriage is something you eventually want for yourself and you see him as someone you could envision spending the rest of your life with.

I've seen guys give rings to girls that they were living with, but all of these guys were clearly going to propose to the girl. I was just the maid of honor in a wedding where the husband and wife SLEPT TOGETHER before their first date, lived on separate continents for the first year of their relationship and lived together before getting married (they broke nearly every dating "rule"), but they were over the moon for each other.
With borderline cases who might not be ready to get married (and it sounds like the OP's boyfriend is a borderline case), living together is a great way to get the BF to think "why change the status quo"?
