Has the federal budget grown much relative to GDP (or some more useful metric)?
There might also be social factors at play. The city lost population between 1950 and 2000. It was a total shit hole. My parents friends bought beautiful houses by the parks for a song. Now DC is a place where people actually want to live and the DC real estate market is still adjusting.
