They are effectively saying they wont accept a bid unless you retain a CA agent.

You're the buyer and you don't have your own fraudlies realtor? This should be easy. Do some combination of:
(1) Tell the seller's realtor to give you a copy of the form. Tell him/her you're representing yourself.
(2) Just get a copy of the form: https://www.car.org/-/media/CAR/Documents/Transaction-Center/PDF/Standard-Forms/RPA_12-2022.pdf
(3) Show up at the house and tell the homeowners that you are making an offer of $X and their realtor--who works for them--is stonewalling you about it.
(4) File a class action against CAR.

Went onto PACER and found the court order and approved listing agreement with this scumbag agent.
ZERO mention of CA Association of Realtors forms be required. It simply says offers should be provided to seller as soon as practicable.
