so they have dna from an unidentified suspect. there is no police record which identifies the dna to a person.

so they submit the dna to an ancestry site. the ancestry cite may have recorded this person's dna already but even if not then there may be relatives who have. this gives cops a lead.

do 23&me co-operate with cops or do cops do it undercover?

The cops do it undercover. They use sites like GEDMatch, which is a site that allows you to upload your DNA profile and use it to find familial links to others. Cops basically use a service like that to identify 3rd cousins on both sides of the offender's family, then they build a family tree and investigate the branches until they find the perp.
