Harvard's PhD in economics is much more selective than business/law. They get about 700-800 applications per year and admit maybe 30-40, probably only 10-15 Americans. They usually do not draw from H undergraduates, for fear of "intellectual inbreeding" (top undergrads usually end up going to MIT). They might take 1 or 2 from Y/P/S/M/Berkeley or elite LACs.
However, once you are in, I don't think they ever kick anyone out so completion is relatively easy-you can skate by on the Harvard name for most of your career, especially in the private sector.

I don't think that P has real general exams, because one of my theory profs came from there and we did not have any of his old prelim questions because he claimed "they didn't use them"
This is what their website states:
he General Examination consists of three parts:

First year students are required to take Econ 501 and 502 (micro), Econ 503 and 504 (macro) and Econ 517 and 518 (econometrics). Exams for 501, 503 and 517 are offered in January. They are in May for 502, 504 and 518. The students must pass (C- or better) all six exams and the average number of the numerical grades must average a grade of 2.5 where numerical grades are assigned as follows:
Make-up exams will be offered before the beginning of the Fall semester of the second year.
In the second year, students are required to take field examinations. Each field examination will be associated with a number (in most cases 2) of courses. In addition to field examinations, a student must take and pass (C- or better) 6 courses and achieve a GPA of 2.5. Up to two of the six courses can be taken outside the Department. Each general is written and graded by at least two faculty members. All aspects of the course evaluation are left to the discretion of the instructor.<<<
So where is the actual general exam? Or are they considering the final exam of each class a general? All it says is that you have field exams and that you have to get a certain grade in your courses

That is complete BS. If you factor in public policy, business econ, political economy and government-non econ programs, you might start approaching that figure, but 1/5 of the general econ class is not from H undergrad.
The best H students end up going to MIT. The cycle:
H ug -> MIT PhD -> H AP is fairly common

I've checked over the CVs with American-sounding names.
I see Cornell(2), Boston College, one Harvard (in business econ), Yale, Princeton, Swarthmore, Williams(2), Ohio State,
1 person from H, and he isn't even in the general econ program.

1) getting a perfect gre math score is not that hard (and it's not).
2) getting into a phd program is not generally that hard.

Okay man, okay. First of all, I'd like to know where you're "seeing" these scores. Does everyone at top-ranked econ programs throw it on their CV? Second, foreigners face challenges on the GRE Verbal that they would not face on the LSAT. Vocabulary deficiencies will be far less of an issue on the LSAT, and to suggest that the average person going into top-rated econ programs (who have completed extensive math pre-reqs, if not majored in math, and have already aced several analysis based courses) can't manage the logic covered on the LSAT is laughable.

It requires a different skill set to get into an elite PhD program. You cannot just perform really well on one test and expect entry.
You have to have taken all (or most) of the proper pre-requisite courses and received perfect (or near perfect grades), you usually had to have engaged in non-trivial research as an undergrad, and most importantly, you need to have three established and well connected professors in your field vouch for you with letters of reference.
A top 10 PhD requires more focus than a top 10 law school, and one could argue that it is harder to do all of the above than to get a high score on the LSAT, but I personally do not think the two are comparable since the both groups are so distinct.
