I'm not sure what you mean by expansion of executive power; impoundment, usually cited for that, was meant to counter Congress's power. Given that loving v. virginia was in 1967, I don't think this comment in context of the 1970s was all that crazy. Certainly not as crazy as his comments on negro spies, homosexuals in san francisco, etc. |
