Of course there are exceptions, but the idea that a bunch of 21 year old kids are authoring academic papers and placing them in professional journals is ludicrous. At best they get a research credit for labwork or data gathering or are like fifth author on a joint paper for the same reason.
And yes, fit is more important in grad school but it's also easier to game. You can contact the professors you want to work with and say "I read your paper in X and I really liked YZ. Are you taking students next fall?" and establish a relationship that you can use to your advantage. It takes more work, but is doable for sharp students.
