1. Every welfare recipient will be examined by a doctor. Females will be given an IUD, Norplant, Depo-Provera, or some other "foolproof" form of birth control. All piercings will be removed, and tattoos will be documented. Getting additional tats/piercings while receiving benefits = cut off.
2. Homes will be inspected monthly. All flat-screen TV's, cell phones, audio equipment, and Jordan shoes will be confiscated and sold, with the proceeds applied toward the public good. Failure to maintain one's home in good and clean condition = cut off.
3. Every week, recipients will report to the welfare office and show a current pay stub or job application. Failure to show these papers = cut off.
4. Food stamps will be replaced with bulk beans and rice. You want to have Ding-Dongs and Ho-Hos? Use your own money.
5. Recipients will submit to monthly drug tests. If I have to piss in a cup in order to earn my own money, then you better do the same if you want to take my money from me.
Before you ACLU types complain that I'm violating people's "rights," remember that all of the above is voluntary. If you don't want to comply, then you can earn your own money. But if you're going to take MY money, I can at least insist that you be forced to make better choices, so you'll better yourself and not end up in that position again.

There SHOULD be a stigma in using food stamps. By replacing paper food stamps with debit-style cards, we take away some of the incentive for people to better themselves. (I will admit the plastic cards are probably easier to administer.)

I knew a guy with a wife and two kids (under four) in law school. His family got free health care with no copays, utilities paid for (including internet) and $640 a month in food stamps.

Doctor screenings save money because having more children to poor parents costs more than doctor screenings. Typical of preventative measures versus paying on the back-end.
Weekly meetings put onus on the welfare recipients to take responsibility. Again, doing so saves more than it costs.
Drug tests would cost around 50cents per administration, at most a few dollars. Worth spending a little to prevent spending legitimate money on poor people's drug use.
Monthly home visits you might be right about.

either we should give poors X charity (food stamps, money, whatever), and realize that lots of them will use it in ways we don't think are best, or we shouldn't give them X charity (I'd go with the second option in most cases, with exception if there are innocent kids of poors involved).
But this trying to micromanage their lives thing isn't a good approach, and especially not according to these incredibly shitty and arbitrary standards.

Not a lot of love for the 4th amendment from anyone in this thread.
Most people on here seem to support an intrusive government search, not on the basis of probable cause, but on the basis of employment.
The idea that unemployment insurance is covered by worker premiums is a bit of a farce, but most people who collect unemployment did pay something into the system in the form of insurance premiums.
And I don't buy the "private employers drug test employees" argument, since private employers virtually never trigger the 4th amendment.
If private employers don't want their drug-using employees collecting unemployment, they should document drug tests and fire for cause which (sometimes) makes the fired person ineligible for benefits.
