Why are colleges expected to have "rape councils"?

I'm sure they don't mind it being reported to police. Most university investigations into something like rape would probably run concurrent with a legal investigation. The important part is that they are able to act on their own and lifePWN someone without having to rely on a guilty verdict as the basis for their action. |

Campus police is fine because its under the university administration's thumb, but they don't want it being reported to the real police. That creates a public record, which they can't make disappear, and so they'll have to make a Clery Act report on it. No university administration wants to report a real rape in their Clery Act stats because they're afraid it will effect enrollment.
Also, they don't like it when the police and prosecutor come back and say "HEY GUYS, no rape here, sorry."
Then the Rape council is all, "BUT RAPE, RAPE!"
And the prosecutor's like, "SORRY, NO RAPE. And please be really careful before you move forward."
And the Rape council is all, "BUT RAPE!"
And the prosecutor says, "Hey, seriously, no rape. Stop what you're doing."
And the Rape council is "RAPE! He's outta here. Damn rapist. High fives all around."

But you spot that he has an addendum located on the last page of his application. You read it and swallow your own saliva whilst your heart sinks. He was accused of rape in college and was sanctioned by his university (they found him guilty). Nonetheless, he was not convicted or charged by the district attorney.
The applicant is extremely qualified but he has this issue. What would you do? Explain your reasoning. |
