Iraq notwithstanding, the structural factors are pretty straightforward: there aren't any jobs that pay >$15/hour for men with a HS diploma and a little training. That's something new in the USA; historically, men who weren't lazy or retarded could get a middle class job. Bams is trying to address the problem by 1) increasing the minimum wage, and 2) making community college free.

This would put upward pressure on wages for low and middle-skill workers, and would make more of folks "high skill" workers. It could work.

On the other hand, Bush wanted to offer tax credits/incentives to employers to hire more folks, and increase the earned income tax credits, making working a middle-skill job more lucrative. This could have worked, too, but didn't because some NYC investment bankers fucked us all.
