And by the time it goes through the senate and then reconciliation, the amendment could be scraped completely. I think the internet outrage machine likes to dwell on the tax software ban headline, but sometimes the tprocess is ugly when you have lobbyist involved.

But in the end a good IRS reform bill that benefits the most vulnerable taxpayers is still better than no bill. A perfect bill is impossible without campaign finance/lobbying reform, which Cocaine Mitch and GOO rejected in HR 1
