basically, peru is at a constant background risk of losing control of parts of itself. these "uncontrolled spaces" are occupied by smaller caudillos. sendero luminoso was basically a cult built around a caudillo. peru and bolivia do HORRIBLY under more liberalized regimes which delegate command authority away from an executive. there is probably a fundamental socio-biological component to this. quechuans/incans/etc. evolved in a topographically-challenged, resource-scarce environment in which they developed rather dictatorial, vertically-structured systems of command.

without that, they seem a bit lost. this goes contrary to both libertarianism and general postwar democratic liberalism. evo morales has managed to be popular in bolivia not so much because of his economic platform (bolivia is still poor as shit), but because he IS more of a commander, and he provides sterner and quicker direction to his people, and this is a more stable form of social organization for them.

peru is somewhat different; it's not just an andean country. but the dynamics seem similar. trying to take executive power and splice it up into all these smaller strands going to "congress" and so forth is not long-term stable. you'll end up with this exact kind of slapfight between the executive and the powers external to the executive.

i would BET that the most realistic stable position for a peruvian regime would be a strong commander with a significantly weaker opposition. "balancing" power in some kind of multipolar scheme is inherently unstable. but it's not, fundamentally, my business. there are further complications here from the urbanization of peru. the lima region probably has 10.5 million people now. urbanization has its own social-shaping effects over time. but for now, it would probably do best to get closer to the old sapa inca model. i think "sapa" in that title literally meant "the one," ie, THE maximal commander.
