It’s actually the opposite.
Only those with academic doctorates should be called “doctor” whereas physicians should not get the title. PhDs are supposed to be pushing the boundaries of knowledge in their domain but medical doctors are just practitioners. It’s like the difference between a physicist and mechanical engineer.
