It looks awful but it’s clean. Close call on the carry but he’s allowed as many steps as he wants in a dribble and then after the gather he gets a long pivot and another step. Optics are bad but it’s a basket.

first isn't a carry unless his hand goes al the way underneath the ball. It didn't, so until he picks up his dribble, he can take as many steps as he wants.
He clearly took an extra step and traveled going for the layup.
More importantly, if you actually watch the NBA as opposed to cherry picked 5 second clips, you'd know the plays are far more athletic and skilled than they were in any prior era. How about we post pics of the average play from any random game in like 1984 and compare it to today.

From the NBA Rulebook:
A player who is dribbling may not put any part of his hand under the ball and (1) carry it from one point to another or (2) bring it to a pause and then continue to dribble again.
EDIT: so even if his hand went under the ball during the dribble, he didn't carry the ball or bring it to a pause while his hand was under it. He clearly moves his hand to the side of the ball before changing directions.

the training available + global talent pool + kids specializing in the sport earlier = today's players are overall more skilled.
a couple of weekends ago i had 4 nba range 3's shot over me. the shooter was a 2031 kid my son played against like 3yrs ago. going into 7th grade this kid already has nba range and a reliable, in-game pull up jumper; this is not uncommon.

In modern nba travel/carry basically aren't called, some autist lawyers will go "ack-shully, the rules say xyz so it isn't illegal" but the real answer is the nba just doesn't give a shit about these fouls anymore

There's some truth in this.
NBA does not want to disrupt the flow of the game with breaks every 10 seconds for ticks tack fouls. Watching teams trade buckets back and forth is a far more entertaining product than a free throw contest.
Look at how shitty the MLB product is these days with all the breaks and interruptions between pitches. Even the pitch clock doesn't help. Millennials and gen Z with their short attention spans have no tolerance for this bullshit
