They need hard currency to buy a lot of foreign-made electronics and stuff for missiles, even more so since they have to pay a smuggler's premium.
They've spent the entire war raiding some huge social security-type fund for hard cash, and estimates I saw last year predicted that fund would run out by the end of this year. That's why Zelensky and others keep referencing Russia's impending economic troubles. With oil prices low, that fund will go dry even sooner.
