i'm not a biologist, so i'll just speculate naively based on clumps of memories and conjecture that might not even be related to fact.
first of all, they're a pod animal, which means that individual members don't just go off and innovate on their own (like sharks). they hunt things based on culture and instruction, which is presumably an initial barrier against eating people, since humans are not a marine creature.
secondarily, they definitely have killed people in captivity, so it's not like they have an inherent/metaphysical law against the act. but those were isolated specimens, outside the context of their actual pod. and not as food, but as something more like murder.
but food needs to have nutritional value. orcas have very good sonar which scans objects for characteristics they desire. humans are presumably bad at fitting this profile compared to fish or marine mammals, unless they are really fat.
orcas educate themselves culturally about food characteristics, and swimming humans fall outside of that profile. however, if a fat human put on a seal costume and approached a younger orca, i bet he'd have at least a minor chance of getting ate.
