In exchange, for the rest of your life, you must go to a new country or US state every 7 days minimum. And, once you leave a given country/US state, you can't return to that state for at least 7 days.

Just new in the sense of you aren't there now and haven't been there in last 7 days. So, the following would be OK:
Day 1-6: NY
Day 7-11: CO
Day 12-15: CA
Day 16-18: Back to NY
This would not be OK:
Day 1-6: NY
Day 7-11: CO
Day 12: Back to NY

when you say you can't return, you mean you can't set foot in the state or just can't spend the night there? either way probably not. you'd blow through more than the $5M just having to buy/maintain 3 houses.

No setting foot at all. It's too easy if you can return all day then just spend the night elsewhere.
Airborne crossing are allowed, but you better hope they don't need to emergency land in a state or country you're excluded from.
$5M is a lot to buy and maintain 3 nice homes in the NY tri-state area. It's plenty for, e.g., one nice home in the NY tri-state area and a pied-a-terre in the city, with you moving around a bit in between. In fact, I already have the nice suburban home, so I really only need one or two more places.

How long do I have to do this? One year? Five years? Until I retire? The rest of my life? What happens if I do it for (say) 20 years but then I wind up in the hospital and have to stay there for a week? If it's a temporary commitment, sure. But it could get dicey if I have to do it for the rest of my life, because the minute I get seriously ill (or old enough that I can't easily move around) I'm done here.
