But inside the surrounding office buildings that house tech companies Twitter, Uber and Square, there are thousands of employees sequestered in private company spaces without any homeless presence.

“And it's unfair.” said Gwyneth Borden, executive director of the Golden Gate Equality Association.

In an attempt to combat the stark environmental inequality between tech workers and non-tech laborers, Supervisors Ahsha Safaí and Aaron Peskin are co-sponsoring an ordinance that would require every tech company to designate office space for homeless vagrants. This comes as reports of human feces on the streets of San Francisco have resulted in numerous complaints by local progressive activists about structural inequities in "feelings of personal safety and the level of exposure to homeless waste products," Safaí said.

"This is a way to level the playing field when it comes to encountering sun-baked stools smeared on the sidewalk. Everyone should have the opportunity to deal with it," he said.

The proposed ordinance would require the designated homeless spaces to be located near the reception area and near any employee-only entrances. It further prohibits the companies from cleaning the designated homeless spaces or from providing any smell-repellent face masks for its employees.

In a similar effort, Mountain View supervisors have retained equity consultants to research the benefits and logistics of busing homeless people from San Francisco to tech company buildings, or in the alternative, collecting and transporting their waste to be plastered on the walls.

“This is also about a cultural shift,” he said. “We don’t want employees staying in their clean buildings, enjoying their fresh office air, and avoiding what the city has to offer. This is about getting people out of their office, interacting with the community and adding to the vibrancy of the community.”

Square and Uber declined to comment, while Twitter could not be reached Tuesday afternoon.

Given how ingrained expectations of an office building free from feces, urine, and drug needles have become in modern tech company culture, Peskin said he is aware that this proposal may be controversial. But, he said, this is a “groundbreaking” piece of legislation that will benefit the city overall."
