The Federal Reserve is paying for the project itself. Unlike almost every other government agency, the Fed does not receive "appropriations" from Congress (taxpayer money voted on by politicians). Instead, it is self-funded:
Revenue Source: The Fed earns money primarily from interest on the government securities (Treasury bonds) it holds and from fees charged to banks for services like check clearing.
