The sticking point for Blackmun and O'Connor was that the menorah next to the Christmas tree constituted a message about diversity of faith, while a nativity scene sitting by itself was a specifically Christian message. I think even under current law Trump could put a nativity scene on the White House lawn next to the menorah.
