I think this is one instance where going by # of prominent professional athletes is misleading.

1) not all cultures place the same importance on sports

2) not all countries invest the same amounts in their athletes

3) not all countries prioritize or support all sports, and it's pretty subjective. indians probably have 100s of more prominent cricketers, for instance, than mexicans, but you'll just say, "lol cricket? not a sport!"

i think you really have to go by anecdotal evidence in this case. i've found that mexicans on average are hard workers but very limited athletically.
