Its possible that it was engineered to be infections to humans for research purposes. “Inspection of the writing on the vials and the stated recipient led inspection personnel to believe the materials contained within the vials may be viable Middle East Respiratory Syndrome (MERS) and Severe Acute Respiratory Syndrome (SARS) materials,” the report reads. The vials were labeled “Antibodies”, and the unnamed scientist said he was asked to deliver them to a researcher at a U.S. institute.

3. They realize an opportunity exists to blow out the West, so they close off the impacted region but allow flights out of the country; and
4. Fast forward to today when China is back to 100% operational and the entire West is shut down and taking on crippling debt.
The version where they didn't work to develop a bioweapon but were just studying virulent diseases means just changing the intent of 1.
