Based on their historic body of work, I'd put these qbs ahead of him:

Tom Brady, Peyton Manning, Eli Manning, Ben Roethlisberger, Aaron Rogers, Drew Brees, Donovan McNabb, Kurt Warner.

Based on projection, I'd list these qbs ahead of Romo:

Colin Kaepernick, Andrew Luck, Joe Flacco, RG3, Russell Wilson.
