NWS put out a watch the night before, then changed it to a warning at 1:30am. it hit around 4, when they issued an emergency. it was closely monitored and notice was provided with plenty of time. a lot of other things went wrong here but not the federal service. in fact they were intentionally overstaffed for this event. it sounds like local law enforcement was kind of lax about evacuating, and you've really got to wonder what these camp and RV site directors were thinking. nearby kids camp mo ranch jumped on it right after the 1am warning escalation and they didn't lose anyone. the director said he never heard anything from local officials. |
